Proclamation Law: NRS 236.032 Asian Culture Day Action: 2019-05-18 - Proclamation by the Governor Steve Sisolak Text: Latest bill text (Enrolled) [PDF] The concept for the Bill was originally introduced to Senator Hammond by Asian Culture Alliance (hereinafter, "ACA"), a Nevada Non Profit Corporation founded by Mr. Cavin Fung and recognized by the Internal Revenue Service as Tax Exempt under under Section 501(c)(3) of the Internal Revenue Code. ACA's mission is to encourage and sponsor cultural exchanges between the Asian community and non-Asian peoples; empower and motivate Asian youth through education regarding their national heritage, traditions and culture; as well as, promoting the State of Nevada generally and the greater Las Vegas vicinity specifically as an ideal location for tourism and business opportunities to non-resident Asian nationals. Though not on the same date ultimately adopted in the law, ACA had been celebrating Asian Culture Day annually since 2015 and requested Senator Hammond to sponsor a Bill that would give recognition to the valuable contributions Asian immigrants had made even prior to Nevada becoming the 36th State of the Union in 1864 and continuing thereafter by way of the ever increasing number of Asian-Americans that have become residents of the State; investors and entrepreneurs within the State; and, the millions of persons of Asian descent that visit the State of Nevada every year. Through the efforts of Senator Hammond, the men and women of our State legislature and Governor Sandoval, the Asian community has been honored by way of the State of Nevada's formal recognition of our ancestors contributions to this wondrous land. The first Asian Culture Day celebration since enactment of the law is now set for May 18, 2018 in fabulous Las Vegas, Nevada. The United Nations recognizes 48 countries as "Asian" nations. Each of these countries are currently represented by citizens of Nevada that can trace their ancestry to one or more of those nations by whatever name those nations may have been known in the past. The primary goal of the Asian Culture Day Celebration is to invite and unite the Asian nations of the world to participate in a sharing of their respective cultures not just with those persons that may trace their origins to their own nation. But to share the uniqueness of their culture and history with all peoples regardless of race, creed, color or national origins; and, to encourage nations to share by and between themselves to achieve greater understanding and fellowship between nations. Interestingly, ACA has come to learn from our youth that knowledge breeds understanding and acceptance. In addition to local, national and international news and media publicity, ACA's television arm. aptly named Asian Culture TV (hereinafter, "ACTV"), shall document and disseminate all the preliminary and main events of the Asian Culture Day Celebration and disseminate the content globally at no cost. Thus far, the Consul General's offices of ten (10) nation members of the Association of Southeast Asian Nations ("ASEAN"), have voiced their support for and commitment to participate in this, the first annual Celebration of Asian Culture Day since enactment of the law. The participation by Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam by the exhibition of cultural artifacts and providing performers for ancestral rituals and dance will serve to educate and entertain the attendees while promoting tourism to their respective countries. Objectives The principal objectives of the annual Asian Culture Day Celebration include but are not limited to: 1. To educate the attending audience about the uniquely diverse cultures of Asian nations, especially for those persons who are residents of the State of Nevada in order to build bridges between the numerous ethnic peoples that call the greater Las Vegas vicinity their home; 2. To bring incremental non-gaming revenues to the greater Las Vegas vicinity from a minimum of 100,000 visitors staying an average of four (4) days per yearly event; 3. To encourage fresh, essential and vital investments into the State of Nevada; and, 4. To foster better relations between the State of Nevada and the leaders of the 48 Asian Nations recognized by the United Nations, which we hope will lead to new opportunities impacting education, immigration, employment and other reciprocal socio-economic benefits for Nevada and the participating nations. |
